Dynamite Blue/Characters
SAt a glance
- Why this tier
PvE CThe Special Officer's 130% on a 6-turn cooldown is the slowest damage of any S-grade hitter. Ironclad does more on a 2-turn cooldown with the same healing cut.
GFC CThe healing cut works, but a 6-turn cooldown wastes turns. Hyki cuts healing harder at Speed 126.
Overview
The Special Officer brings a healing cut and a very slow skill. Strong Crackdown hits one enemy for 130% on a 6-turn cooldown; from skill Lv. 10 it has a 20% chance of an extra turn, and from Lv. 20 raises ATK by 10%. On 70% of attacks the passive raises ATK by 10% and cuts the target's healing received by 15%, with no skill level needed.
130% every 6 turns is about 22% a turn, the lowest skill rate of any S-grade damage dealer. Ironclad carries the same 15% healing cut on a 160% hit every 2 turns, and Hyki cuts healing by 20%. Both are better picks for the healing-cut seat.
No comp here uses the Special Officer; Ironclad takes the healing-cut seat in GFC: Anti-Heal.
Skip. The healing cut is the only useful piece, and two other units bring it with better damage. Anything spent can be moved to Ironclad with a Migration Core.

Skill unlock ladder
MGPD Special Officer's skills gain extra effects at fixed skill levels. The active skill can't go past half the character's level, and the passive opens at character Lv. 20. Spending Infinity in battle raises the skill level for that fight, so a gated effect can switch on early.

Awakening and dupes cost
License 5 caps MGPD Special Officer at Lv. 200. Each awakening star lifts that cap by 5 and adds a slice of base stats, up to Lv. 225 at 5★. Stars are paid in MGPD Special Officer's own shards, and as an S-grade character every duplicate pull turns into 30 of them. Awakening is kept if you reset the character with a Migration Core.
| Star | Shards | Running total | Duplicates' worth | Level cap |
|---|---|---|---|---|
| ★ | 30 | 30 | 1 | Lv. 205 |
| ★★ | 50 | 80 | 3 | Lv. 210 |
| ★★★ | 90 | 170 | 6 | Lv. 215 |
| ★★★★ | 110 | 280 | 10 | Lv. 220 |
| ★★★★★ | 220 | 500 | 17 | Lv. 225 |
"Duplicates' worth" is the running total divided by 30 and rounded up. Base stats rise 3% or 5% per star depending on the character's grade.
