Overview
Cecilia casts for free. Instant Casting enhances one random backpack slot at the start of the run and fires every spell sitting in an enhanced slot every 4 seconds, while Backmasking casts a random Spell each time 20 of the enemy's Burn or Freeze stacks are removed. A backpack that cycles fire and frost keeps both engines running, and against stun-immune bosses, where Spark's stuns do nothing, she out-damages Spark.
The cost is survival. Nothing in her kit protects her, so her builds lean on Celestial Shield and a damage-reducing ice spell to live long enough to cast. The enhanced slot is random too, which makes her first rounds less predictable than Spark's. Take her as your second Wizard carry, and switch to her when a boss can't be stunned.
