Phoveus matters for the gold he makes, not the damage he does. He is the cheapest SPECTRE hero, and the first time you two-star a SPECTRE hero the game gifts you a higher-cost one, so an early two-star Phoveus starts the chain that ends with Alpha. Scavenger adds more: with a second Scavenger on the board, each one hands you a free shop hero at the start of every round.
In a fight he is modest. Demonic Force hits for 490% Physical ATK and cuts the target's Hybrid ATK by 10% for 10 seconds, but his Mana Cap of 70 is slow for a 1-Gold hero. His 2-Star HP ties for the most at his cost, which is enough to hold a front tile early on.
Our SPECTRE to Alpha comp uses him as the first link. Scavenger's other heroes are Angela and Sora, and Angela at 2 Gold is the easy pair. Two-star him as early as you can, since the SPECTRE gift is a one-time reward and getting it early is what makes it pay off. Sell him once the chain has moved past him.
